Consolidated Plan & Annual Action Plan
FY2015-2019 Five Year Consolidated Plan
The FY2015-2019 drafted Five Year Consolidated Plan is available for review and public comment from March 27 through April 27, 2015. The plan will then be revised, as required, and submitted to the U.S. Department of Housing and Urban Development prior to May 15, 2015.

The City of Billings will hold a public hearing on the Consolidated Plan and the FY2015-2016 Annual Action Plan on Monday, April 27, 2015 during the City Council meeting at 6:30pm in Council Chambers, City Hall, 210 North 27th Street in Billings, Montana.Comments may also be submitted to Brenda Beckett, Manager via email, phone at 406-657-8286, or in person at 2825 3rd Avenue North, 6th Floor, Billings, Montana (appointment recommended).

FY2015-2016 Annual Action Plan
The City of Billings - Community Development Division is expecting to allocate $450,193 in Community Development Block Grant (CDBG) and $197,766 in HOME Investment Partnerships program funds for FY15-16, not including required administration and Community Housing Development Organization (CHDO) reserves. Division staff are seeking input on community priorities for proposed programs, including:
  • Housing Rehabilitation: Zero-interest, no payment loans to help low-income homeowners make needed repairs.A CDBG allocation totaling $310,193 in new entitlement funds is proposed to support the program.
  • Foreclosure Acquisition / Rehabilitation: City purchases vacant, foreclosed homes to rehabilitate and sell to low-income households. A CDBG allocation totaling $65,000 in new entitlement funds is proposed.
  • First Time Home Buyer: Zero-interest, no payment loans to help low-income households purchase their first home. A HOME allocation totaling $162,766 in new entitlement funds is proposed to support the program.
  • Affordable Housing Development: Funds to assist in new affordable housing development (multi- and single-family). A HOME allocation totaling $65,000 would be added to required CHDO reserves ($84,810) to further a new housing development.
