Consolidated Plan & Annual Action Plan
The City submits a five year Consolidated Plan and Annual Action Plans for approval to HUD. These plans are developed with public comment and input in order to garner feedback on proposed activities to meet identified needs. Additional plans are available through the Community Development office.

FY2016-2017 Annual Action Plan
Applications for Community Development funding were available on December 11, 2015 and submissions were due on January 27, 2016. The City has proposed utilizing federal funds to support the First Time Home Buyer, Home Repair, Affordable Housing Development, Foreclosure, and Billings Metro VISTA Project programs. The City did not receive other applications for Community Development activities. 

The FY2016-2017 Annual Action Plan was available for public comment from March 25 through April 25, 2016 and covers projects to be undertaken from July 1, 2016 to June 30, 2017 to meet housing and community development needs with available federal resources.

The City of Billings held a public hearing on its FY2016-2017 Annual Action Plan on Monday, April 25, 2016 at 6:30 p.m. at the City Council meeting in Council Chambers at City Hall; 210 North 27th in Billings, Montana.

Occasionally, the City amends the annual Action Plan to accommodate changes to allocations and additional funding. Significant amendments include:
