Substantial Amendment to FY2014-2015 Annual Action Plan

The City of Billings will hold a Public Hearing on a substantial amendment to the FY2014-2015 Consolidated Plan – Annual Action Plan for CDBG and HOME funding on January 12, 2015 during the City Council meeting at 6:30pm in City Council Chambers located at City Hall, 210 North 27th Street, Billings, Montana.

The City of Billings is proposing to allocate $130,436 in repaid HOME funds for eligible activities including First Time Homebuyer and Affordable Housing Development programs. The City is also proposing to allocate estimated $150,000 in CDBG and $250,000 in HOME program income received from July 1, 2014 to June 30, 2015 for previously approved and eligible activities as described in the FY2014-2015 Annual Action Plan including Administration, Housing Rehabilitation, Manufactured Home Repair, First Time Homebuyer, Foreclosure Acquisition / Rehabilitation, Affordable Housing Development and the Billings Metro VISTA Project.

The purpose of the public hearing, in compliance with applicable U.S. Department of Housing and Urban Development requirements is to obtain comments on the substantial amendment for the change in program allocation for CDBG and HOME funding. The public hearing is accessible to individuals with physical disabilities. Special arrangements for participation in the public hearings by individuals with hearing, speech, or vision impairment may be made upon request at least three days prior to the hearing.

Annual Action Plans
The City submits a five year Consolidated Plan and Annual Action Plans for approval to HUD. These plans are developed with public comment and input in order to garner feedback on proposed activities to meet identified needs. Additional plans are available through the Community Development office.

The FY2014-2015 Annual Action Plan was available for public comment from March 28 through April 28, 2014. The plan was then revised, as required, and submitted to the U.S. Department of Housing and Urban Development prior to May 15, 2014. The City of Billings held a public hearing on the Annual Action Plan on Monday, April 28, 2014 during the City Council meeting at 6:30pm in Council Chambers, City Hall, 210 North 27th Street in Billings, Montana.
