Separate sealed bids for the construction of City of Billings W.O. 18-06 EBURD – 10th to 13th Infrastructure Improvements will be received by the City of Billings at the Office of the City Clerk, 210 N 27th Street, Billings, MT 59101 or P.O. Box 1178, Billings, MT 59103 until 2:00 P.M. local time on Tuesday, June 26, 2018, and then publicly opened and read aloud.

The project consists of:

Installation of sanitary sewer, storm drain, surface (street and sidewalk) improvements and street lighting for 2nd Avenue North and 3rd Avenue North (North 10th Street to North 13th Street), and North 11th Street and North 12th Street (1st Avenue North to 4th Avenue North), as well as additional street light installations for various streets in the East Billings Urban Renewal District (EBURD) as indicated in the construction plans.

Required deposit is $100.00 per set, which is not refundable.

Special Requirements:
CONTRACTOR and any of the CONTRACTOR’S subcontractors bidding or doing work on this project will be required to be registered with the Montana Department of Labor and Industry (DLI). Forms for registration are available from the Department of Labor and Industry, P.O. Box 8011, 1805 Prospect, Helena, Montana 59604-8011. Information on registration can be obtained by calling 1-406-444-7734. All laborers and mechanics employed by CONTRACTOR or subcontractors in performance of the construction work shall be paid wages at rates as may be required by the laws of Yellowstone (County), and the state of Montana. The CONTRACTOR must ensure that employees and applicants for employment are not discriminated against because of their race, color, religion, sex, or national origin.

Each bid or proposal must be accompanied by a certified check, cashier’s check, or bid bond payable to City of Billings, MT, in an amount not less than ten percent (10%) of the total amount of the bid. Successful bidder(s) shall furnish an approved Performance Bond and a Payment Bond, each in the amount of one hundred percent (100%) of the contract amount. Insurance, as required, shall be provided by the successful bidder(s) and a certificate(s) of that insurance shall be provided.

No bid may be withdrawn after the scheduled time for the public opening of bids as listed above.

The right is reserved to reject any or all proposals received, to waive informalities, to postpone the award of the contract for a period of not to exceed sixty (60) days, and to accept the lowest responsive and responsible bid which is in the best interest of the OWNER.

There will be a non-mandatory Pre-Bid Conference at the City Engineer’s Office, 2224 Montana Avenue, Billings, Montana at 2:00 P.M. on Tuesday, June 12, 2018. Interested Contractors are encouraged to attend.
